There's a gansey load of good bands out there. You might want to check out The Elders -- they're a celtic rock band out of Kansas City. There are a number of video clips on youtube, or you can check out their website: eldersmusic.com

No, the figure in the picture is not wearing a dress. It's a form of battle armor with a kilt of sorts. It actually splits down the middle front and back. Because it's black, the dividing line doesn't show well.
